Mr. Shipman founded Utility Credit Consultancy LLC in 2018 following a 33-year career analyzing energy companies, utilities, and utility regulation on Wall Street and working in the industry. He began as an analyst with a research firm that specialized in analyzing and reporting the investment implications of the actions and behavior of utility regulators. He then joined an independent power producer to coordinate its participation in state regulatory proceedings. Then followed 21 years at S&P Global Ratings (“S&P”) surveilling utilities, pipelines, midstream energy, and diversified energy companies. He was the Sector Specialist on the North American utilities team, acting as the lead analyst on the team with a focus on maintaining ratings quality, training and developing new analysts, and creating the criteria used to establish ratings on utilities. He also led outreach efforts to investors and the regulatory community and performed a lead analytical role in the development and application of global ratings criteria for hybrid capital securities such as preferred stock.
